National Digital Identity Platform for East African Government
Designing and delivering a sovereign, biometric-enabled national identity system serving 52 million citizens — replacing fragmented legacy registries with a unified digital identity fabric.
The Challenge
The client faced a fragmented identity landscape: five separate registries across birth, national ID, voter, tax, and health records, with no interoperability. Citizens routinely spent days re-establishing identity for routine government services, and duplication rates exceeded 18% — creating fiscal leakage and enabling fraud.
The constitutional requirement for data sovereignty ruled out hyperscaler-hosted solutions, demanding a hybrid sovereign cloud architecture that balanced performance with jurisdictional data control.
The Strategic Solution
Sovereign Cloud Architecture Design
Designed a hybrid cloud infrastructure leveraging government-owned data centres augmented by a private cloud layer, meeting constitutional data residency requirements while enabling cloud-native scalability.
Biometric Deduplication Engine
Deployed an AI-powered fingerprint and facial recognition deduplication engine that collapsed five legacy registries into a single canonical identity record per citizen, eliminating duplicates across the national population.
Unified Government API Layer
Built a standards-based API layer enabling all government departments to verify and consume identity data in real time, eliminating manual re-verification workflows and enabling single sign-on across 47 government services.
Measurable Outcomes
Successfully onboarded onto the unified national identity platform.
Of duplicate records eliminated from national registries.
Reduction in average time to access government services.
Agradiant brought something rare: the technical depth to architect a sovereign-grade platform and the strategic clarity to navigate the political complexity of a national programme. The result speaks for itself.
